Asbestos in German homes: which buildings have it?

Germany banned asbestos in 1993 - but millions of flats built or renovated before then still contain it, usually harmlessly, sometimes not. Here's where it hides, which building years matter, and what to do if you suspect it.

The one date that matters: 1993

Germany prohibited the manufacture and use of asbestos products on 31 October 1993 (the EU followed fully in 2005). That gives you a simple first filter: a building constructed after 1993 is essentially asbestos-free, while anything built or renovated before 1993 deserves a closer look. Usage peaked between roughly 1960 and the mid-1980s - the golden age of asbestos cement, sprayed insulation and vinyl flooring.

Building eraLikelihoodWhy
Altbau, pre-1930 (original fabric)LowerLittle asbestos in original construction - but beware later renovations (see below)
1950sModerateAsbestos cement (Eternit) becoming standard for roofs, sills, pipes
1960s-1980sHighestPeak use: floor tiles, adhesives, facade panels, insulation, night storage heaters. Includes much of Berlin's post-war housing
1985-1993DecliningProgressive restrictions, but many products still in circulation
After 1993MinimalBanned - new construction is asbestos-free
The Altbau trap: "My building is from 1905, so I'm safe" is the most common mistake we hear. The 1905 walls are fine - but the bathroom retiled in 1975, the Floor-Flex laid in the hallway in 1968 and the Eternit window sills fitted in 1962 are not. In Altbau, asbestos risk lives in the renovation history, not the construction year.

The invisible ones

How dangerous is it, really?

Honest answer: it depends almost entirely on condition and disturbance. Firmly bound asbestos (cement boards, intact floor tiles) releases very few fibres while it sits undisturbed - millions of people live above Floor-Flex tiles without incident. The danger begins when material is drilled, sanded, broken or ripped out: that is when fibre concentrations spike, and why the highest-risk person in the building is usually the enthusiastic DIY renovator with an orbital sander.

Never sand, drill, break or "quickly remove" suspect material yourself. In Germany, work on asbestos is regulated by TRGS 519 and belongs in the hands of certified specialist firms - this also covers disposal, which requires sealed transport to approved facilities.

Buying a pre-1993 property? Do this

You cannot identify asbestos by eye - not even we can, and we look at buildings for a living. What a good inspection can do: recognise the suspect materials and eras, check the renovation history in the documents, tell you where sampling is worthwhile, and price the consequences into your negotiation. Laboratory analysis of a material sample then gives certainty for a modest cost - a fraction of what unplanned remediation costs mid-renovation.

Found after purchase, asbestos remediation can run from a few hundred euros (disposing of Eternit garden-shed roofing) to five figures (full floor remediation in a large flat). Found before purchase, it's a negotiation position.

During our inspections we flag suspect materials as standard, and where the property's era warrants it, we recommend targeted lab sampling before you commit - especially if you plan to renovate.

Frequently asked questions

Which German buildings may contain asbestos?

Buildings constructed or renovated before the German asbestos ban in 1993 may contain asbestos, with the heaviest use between roughly 1960 and the mid-1980s. Post-1993 buildings are essentially asbestos-free. Pre-war Altbau originally contained little asbestos, but renovations carried out between the 1950s and early 1990s often introduced it.

Where does asbestos hide in a flat or house?

Common locations include Floor-Flex vinyl floor tiles and their black bitumen adhesive, Eternit (asbestos cement) roof sheets and facade shingles, window sills, old pipe and boiler insulation, night storage heaters, flue pipes, fire-protection boards, and - less obviously - some plasters, fillers and tile adhesives used before 1993.

Is asbestos dangerous if I just live with it?

Firmly bound asbestos in good condition generally releases few fibres while left undisturbed. The risk rises sharply when material is drilled, sanded, broken or removed - which is why the danger peaks during DIY renovation. Damaged or weakly bound material should be assessed professionally.

How do I find out for certain whether a material contains asbestos?

You cannot tell by eye. Certainty requires laboratory analysis of a material sample, taken with appropriate precautions. Removal and larger-scale work on asbestos in Germany is regulated (TRGS 519) and must be carried out by qualified specialist firms.
